Parameters
url
The (resolved) SQLite connection URL.
password
The SQLCipher passphrase, applied as PRAGMA key. Pass an empty string for an unencrypted database.
options
Connection pool configuration.
encoders
Optional registry of value encoders used when binding query parameters.
